Ways to Incorporate BIL into Your CIP
The Bipartisan Infrastructure Law (BIL), signed into law in November 2021, provides additional federal funding over the next five years for airport-related projects as defined under the existing Airport Improvement Program grant and Passenger Facility Charge Program criteria. Updating an airport sponsor’s Capital Improvement Plan (CIP) to include this funding source will allow communities to plan for the local investment needed for airport projects.
In this webinar, Lindsey Butler-Terry, manager of the FAA Dakota-Minnesota Airports District Office, provided recommendations and tips for developing a CIP that incorporates this additional funding source and takes the additional elements needed for each project into consideration.
Understanding the Consultant Selection Process

Although the process can seem daunting, with a little planning and flexibility, selecting an airport consultant doesn't have to be a difficult undertaking! Your FAA program manager is an excellent resource as you navigate this process.
