AirTAP was developed through the joint efforts of the Minnesota Department of Transportation (MnDOT), the Minnesota Council of Airports (MCOA), and the Center for Transportation Studies (CTS). MnDOT's Office of Aeronautics is providing the core funding for this program, as well as technical and administrative liaison support.
AirTAP is modeled after the Local Technical Assistance Program at CTS, which serves state, county, city, and township public works professionals throughout Minnesota.
