Public airports with commercial operations must follow Part 139 of the Federal Aviation Regulations. Although other airports are not required to follow Part 139 regulations, they may choose to, since many of these requirements are best practices applicable to all airports.

Public airports included in the National Plan of Integrated Airports System are obligated to follow FAA Advisory Circulars as a condition for receiving federal grant dollars. In addition, all public airports must meet the minimum safety standards described in the Minnesota rules in order to be licensed. Public airports owned and operated by the Metropolitan Airports Commission are the only public airports in Minnesota not required to be licensed by the Minnesota Department of Transportation.
